Luxembourg Fines LiveJasmin’s Operators €25,000 Over Age Checks After a Parent Complained

In brief: Luxembourg’s media regulator ALIA fined JWS Americas and JWS International, which operate LiveJasmin, €25,000 for age-verification noncompliance under national law and the EU’s Digital Services Act, AVN reported Oct. 8.

The fine is small for a company of LiveJasmin’s size, but the regulator’s findings go beyond Luxembourg.

Luxembourg’s Independent Audiovisual Authority (ALIA) fined the operators of LiveJasmin a total of €25,000 (about $28,000), AVN reported. ALIA said JWS Americas and JWS International failed to enforce age-gating under Luxembourg’s Electronic Media Law and the Digital Services Act. JWS is held by Docler Holding.

What started it

According to ALIA, a parent complained about the “level of unrestricted access available on the LiveJasmin website,” saying their child could reach content without an account or subscription. ALIA also alleged the companies failed to cooperate during the investigation, which began in August 2025.

The bigger finding

JWS argued the violations were isolated and that age checks had been standardized across the EU. ALIA disagreed:

In Austria, Belgium, Spain and the Netherlands, the providers have not implemented any age-verification system.

That’s ALIA’s statement, quoted by AVN; we haven’t seen a public response from Docler. Like many adult sites, LiveJasmin applies age verification country by country based on local law, while EU regulators increasingly treat the DSA as a bloc-wide requirement. We recently covered Pornhub’s response to Australia’s rules and a German court ruling.

The fine itself is modest. The bigger risk for LiveJasmin is regulators in other EU countries asking why their users weren’t age-checked either.
